Blue stakes with green top:
Indicate a repair area (Ground under repair) with a play prohibition.
You may not play the ball as it lies. Take free relief under Rule 16.1. Normally you may not enter the area to retrieve the ball (exceptions may apply if the ball is visible and collecting it does not disturb the area).
Red stakes with green top:
Indicate a penalty area (such as a pond or stream) with an additional play prohibition.
You may not play the ball from the penalty area. Take relief with one penalty stroke under Rule 17.1d – three options: drop back on the flag‑line, drop sideways, or play from the previous spot. You may often retrieve a visible ball without penalty, but searching is not allowed.
